The Society for Underwater Technology has published new guidance to help offshore renewable energy developers and operators identify and manage risks from unexploded ordnance.
The 62-page document, produced by the SUT’s UXO Special Interest Group, sets out a phased approach to risk identification and mitigation throughout the lifecycle of offshore renewable energy projects. UXO – military munitions that failed to detonate – can remain hazardous and present significant safety risks during offshore construction and operations.
Developed over two years by a sub-committee of offshore wind industry specialists, the guidance is intended for developers, operators, installation contractors and government agencies. It covers the process from initial desktop studies through to reactive risk management, building on existing industry guidance and incorporating current knowledge and practices.
The document was reviewed by more than 20 industry and academic organisations and individuals, including developers, consultants, contractors and warranty surveyors. Their feedback was incorporated into the final version. The SUT said the guidance is not a formal standard or specification, but is intended to encourage a more consistent approach to identifying UXO risks and applying appropriate, cost-effective mitigation measures.
Mick Cook, who established the SUT UXO SIG and edited the publication, said: “It is important to note that the guidance provided is guidance provided at a point in time and we are very aware that as the UXO industry moves forward the document will require updating at appropriate times in the future.
“We hope that the published guidance notes will assist those impacted by and working in the renewables sector to ensure a modicum of consistency of approach to risk management and mitigation measures applied when developing offshore renewable energy developments.”
